As digitization and the shift to the cloud gain traction, regulation is scrambling to keep up, particularly in the aftermath of the pandemic, which highlighted the increasingly critical nature of the digital and cloud ecosystem, as well as the massive impact and costs of cyber incidents like the Solar Winds hack.

To address cybersecurity issues, the US government has taken major actions. In 2018, President Donald Trump issued an executive order to strengthen the cybersecurity of federal networks and critical infrastructure. A bipartisan congressional group, the Cyberspace Solarium group, issued a report in 2019 with 75 suggestions for enhancing cybersecurity in the United States.

The National Cybersecurity Strategy (NCS) is the most recent in a series of governmental initiatives to encourage concentrated and collaborative public and commercial defensive and offensive efforts to safeguard the growing digital surface and make cybersecurity more prevalent across many industries. In addition to urging software developers and businesses to take greater responsibility for ensuring the security of their systems against hacking, the strategy seeks to expand its collaboration with the Federal Bureau of Investigation and the Defence Department in disrupting the operations of hackers and ransomware organisations around the world.

The United States is the world's leading victim of cyber-attacks. The United States remains the most often attacked nation, accounting for 46% of all cyberattacks worldwide. While the global average cost of a ransomware assault was more than $4.5 million, the cost in the United States was $9.4 million in 2022, more than twice as much, according to IBM.
